Are foreign lawyers allowed to practice law in the Philippines?

Under the Constitution and the country's treaty commitments under the General Agreement on Trade in Services of the World Trade Organizartion, are foreign lawyers allowed to practice law in the Philippines? I tried to browse on the WTO's website but it's a bit, not-so-user friendly. Your answers will be greatly appreciated.
